Preparation of a new Meath County Development Plan 2027-2033

Notice is hereby given pursuant to Section 11(1) of the Planning and Development Act 2000 (as amended) of the intention of Meath County Council to commence its review of the existing Meath County Development Plan 2021-2027 (as varied) and to prepare a new County Development Plan for the period 2027-2033.

The review of the current Meath County Development Plan 2021-2027 began on the 22nd of September 2025, and the process to prepare a new Development Plan for the period 2027-2033 will take 2 years (an indicative timeline for the preparation of the review of the Development Plan is contained in the Pre-Draft Strategic Issues Paper, which can be viewed here 

It is important to note that the current Meath County Development Plan 2021-2027 (as varied) is in date until such time as the new Meath County Development Plan 2027-2033 is adopted.  The current Plan can be viewed at Current Meath County Development Plan 2021-2027 (as varied)

The Pre-Draft Strategic Issues Paper consultation stage has commenced and will run for an 8-week period from the 22nd September 2025 until 4pm 18th November 2025.  Join the conversation and have your say in shaping the future development of County Meath.

Public Display/How to Make a Submission

In order to stimulate debate and encourage participation in this process, a Pre-Draft Strategic Issues Paper has been prepared and is available for inspection from Monday 22 September 2025 until 4pm Tuesday 18 November 2025 (during normal opening hours) at the following locations:    

  • Planning Department, Meath County Council, Buvinda House, Dublin Road, Navan, C15 Y291
  • All Meath County Council Municipal District Offices.
  • All Meath County Council Libraries.

It is proposed to hold public consultation events and further details of venues, dates and times will be published at www.meath.ie in due course.

Submission/Observations

In respect of the making of submissions/observations please note the following:

  • The Planning Authority cannot consider submissions or observations relating to the zoning and/or re-zoning of any lands at this Pre-Draft stage of the County Development Plan review process. These more detailed matters will be considered during the Draft Plan stage of the process. Therefore, requests or proposals for the zoning or re-zoning of particular land for any purpose shall not be considered at this Pre-Draft stage. (Any such zoning submissions will be returned).  Anyone who wishes to receive an email notification when zoning submissions can be made, at the Draft Plan stage, can subscribe to category “County Development Plan” at  https://consult.meath.ie/en/browse
  • Submissions/observations regarding objectives and policies to deliver an overall strategy for the proper planning and sustainable development of the area of the development plan may be made during the consultation period.
  • Children or groups or associations representing the interests of children are entitled to make submissions or observations regarding objectives and policies to deliver an overall strategy for the proper planning and sustainable development of the area of the development plan.

How to Make a Submission

Submissions/observations regarding the Pre-Draft Strategic Issues Paper must be received by 4pm on 18 November 2025.

Submissions should be in ONE medium only i.e. online or hard copy and made as follows:-

  • In writing marked “Pre-Draft Strategic Issues Paper” addressed to: Senior Executive Officer, Planning Department, Meath County Council, Buvinda House, Dublin Road, Navan, Co. Meath, C15 Y291.

Please note late, emailed or faxed submissions cannot be considered and will be returned.

Submissions or observations must include:

  • Full Name and Address of person(s) making submission or observation.
  • Details of organisation, community group, company which you represent, where relevant.

Submissions or observations will be made available for public viewing on the Council’s consultation portal and website, when redacting under General Data Protection Regulations (GDPR) is complete and will also form part of the statutory Chief Executive’s Report to be presented to the full Council. You are responsible for ensuring that no vexatious, libelous or confidential information, including confidential information in relation to a third party (in respect of which the third party has not, expressly, or impliedly in the circumstances, consented to its disclosure) is included in your submission. The Planning Authority reserves the right to redact any submission or part thereof.
