Long Term Leasing Scheme - Information for Landlords

We are seeking expressions of interest from private landlords/owners who wish to make their properties available to an approved housing body for a long term leasing arrangement

These properties will be used to house people in need of housing who are on our housing list.

The properties must be of good quality and can either be new or previously occupied.

This scheme is different to the Rental Accommodation Scheme (RAS) and benefits property owners who want long term guaranteed income without the requirement of managing the tenants and maintaining the property.

Suitable properties can be assessed for leasing by an approved housing body for periods of between 10 and 20 years.

On receipt of a submission we will first determine the demand for social housing in the area; our objective is  to achieve sustainable communities by having a good balance of mixed tenure households.

Benefits of the Scheme:

  • The Approved Housing Body will guarantee payments to the owner.
  • Payment will continue regardless of vacancy periods.
  • The Approved Housing Body will be responsible for day –to-day property maintenance
  • The Approved Housing Body will be the landlord to the tenants.
  • The Approved Housing Body will manage and provide support to its tenants
  • Owners will receive an income of approximately 80% of the current market rent (periodic rent reviews)
  • Properties will be returned to the property owner in good condition at the end of the lease term, subject to normal wear and tear. The Approved Housing Body will maintain the property internally for the term of the lease.

Requirements to Participate:

  • Current Tax Clearance for all registered owners of the property (These will be required Annually thereafter)
  • B.E.R. Certificate of at least ‘C1’ rating
  • Lender’s consent from the Financial Institution through which they obtained a mortgage allowing them enter into a lease contract of at least a 10 year duration
  • Evidence of Clear Title to the property in the form a folio document from the Property Registration Agency. (No property with a charge in favour of Meath County Council to be accepted)
  • If there is more than one property owner, application is to be in all names (and any contract signed is to be by all parties)
  • Disclaimer stating that they will not present to Meath County Council seeking housing assistance for the duration of the contract and giving a new address– a disclaimer form will be sent out on application
  • Fire Safety Certificate for Multiple units only.
  • Current Declaration of Conformance with *IS 813 annex E inspection  by a Registered Gas Installer (RGI) or OFTEC approved Oil Boiler Installer for the gas/oil installations in the house.
  • Current Safe Electric Periodic (4 page) Inspection Report prepared by a registered electrical contractor for the electrical installation in the house which states that "No urgent attention" is required.
  • Proof that all appliances have been certified as in good working order.
