What is the Scope?

To prepare a Public Realm and Regeneration Plan for Kells that ….

1. Sets out a clear strategy for future development and regeneration.
2. Includes a ‘Vision’ for the future of Kells with a focus on ‘Placemaking’.
3. Facilitates the creation of an urban environment of high quality, good urban design and appropriate landscaping and public realm.
4. Suggest public realm improvements and components with a focus on active travel.
5. Identifies areas where dereliction and vacant properties are evident and can be improved.
6. Identifies properties for potential acquisition and re-purpose by the council and private sector targeting redevelopment.
7. Identifies new opportunities for the town brought about by remote working, climate action and digitalisation.
8. Includes a developed implementation action plan for its delivery.

What is Required of the Scheme?

• Where is Kells now? – An audit/appraisal of the urban form and fabric is needed.
• Where do we want Kells to be? – What is the ‘Shared Vision’ for Kells town centre consisting of public spaces, buildings, parks, walkways, etc.
• What do we want Kells  Town Centre to look like in 5 years’ time?
• How do we get there? Formulation of a 5 Year Strategic Public Realm and Regeneration Plan which includes an Action Plan with a list of plan deliverables.
