Description of Works Proposed

The LDR4 Abbeylands, Navan scheme comprises the provision of a new multi modal transport corridor, that will span the river Blackwater, from the N51/R147 Kells Road to the L3409 Ratholdron Road. 

 

This project comprises the following elements

  • Approximately 1.15 km of new urban Arterial Street (Design Manual for Urban Roads and Streets - 2 number 3.25 m lanes - single carriageway), incorporating pedestrian and cycle facilities (2.0m wide raised one-way cycle track on both sides, 2.5 m wide footpaths on both side, 1.0 m road verges);
  • Two new signalised junctions at the scheme termination points, L3409 Ratholdron Road and R147/N51 Kells Road, both incorporating right turn lane and pedestrian/cycle crossings;
  • One new single span river bridge over the River Blackwater (overall length 45.0 m);
  • New pedestrian and cycle facilities, including 2 accesses to the Blackwater Park;
  • Accommodation works, including the provision of access roads and accesses;
  • Drainage works, including the construction of an attenuation pond and storage tanks;
  • Demolition of an existing commercial building in the southern section of the Proposed Road Development;
  • Landscaping works, including the construction of earth bunds between the Proposed Development and the Town Park;

 

The scheme commences on the N51 just south of it’s junction with the R147 Kells Road and traverses in a northerly direction through the townlands of Moathill, Townparks, Abbeyland South, Abbeyland, and Windtown and terminates at the junction of the L3409 Ratholdron Road and the L34094 Clonmaggadan Road, Navan, Co. Meath (refer to image above for location).

 

Scheme Objectives

The following are the key objectives of the LDR4:

 

  • To provide a multimodal transport link for cyclist, pedestrians, and traffic, travelling from Clonmagadden Link Road and Ratholdren Road, on the North side of Navan, to the N51/R147 Kells Road on the south side of the town.
  • Provides a cycle link from Navan Town via the R147 to the Navan to Kingscourt Greenway (under construction)
  • To provide access to lands in the north of Navan town. In particular further access to lands located between the Ratholdren Road and the Kells Road, and to lands located to the north within the Clonmagadden Strategic Development Zone.
  • Provide a high quality corridor between the north of Navan and the M3 Motorway, thereby reducing traffic congestion at the Round O junction and in the Town centre by improving the segregation of regional through-traffic and locally generated trips from across Navan town.

 

Current Status

Following on from a tender process in 2023, John Cradock Ltd was awarded the contract for the construction of the Local Distributor Road 4 in Abbeylands , Navan in December 2023. 

 

Works are due to commence in January 2024 and are currently expected to be completed by Quarter 4, 2025.
